Core of my rework would probably be: 1 always fires at full charge, hold to rapidly recast without having to spam the button (1 every 0.5 seconds). Reduce the screenshake. Reduce the energy cost by a smidge. 2 & 3 merge. Cast his 2 by aiming while in his 3, release aim to stop and return to puddle.

Keep in mind the goal is to make people want to play Hydroid as well as making him useful. Doesn't need 2 long channels.
