Aggressors have T5 but termies have a 2+ save and an invun. Aggressors put out more shots at range (and can advance and shoot) Melee is more or less the same profile if we presume the termies are equipped with fists. Aggressors are obviously cheaper as well. With terminators, it would be easy for people to be dissapointed with them if they didn't have lightning claws, teleportation, assault cannons, whirlwind missile launchers, etc, etc. But to echo the OP's sentiment, I think a terminator team might be in the wings for Gallowdark, coinciding with primaris terminators and a nid update for 40k. They may may come out with an updated Primaris-scale Terminator unit, but it might be that Aggressors are supposed to be the new terminator--it's easier to get people to buy new models if it's more than just an up-scaled version of something they already have.
